Executive Director of Hong Kong Chinese Orchestra (HKCO), Dr. Celina Chin was appointed by the Council after the HKCO’s incorporation in 2001 and has served in the position till now. After incorporation, the HKCO is committed to offering excellence in Chinese music and is often invited to perform at famous venues and festivals all over the world; the HKCO has transformed from a sole performing group into a renowned brand with diverse development, its achievements in instrument reforms, arts education, talent training and perpetuation and development of Chinese music have won numerous acclaims, in addition to its award-winning business management and governance.

Dr. Celina Chin is currently a Member of the Board of the Hong Kong Arts Administrators Association, Vice-chairman of the Hong Kong Chinese Instrumental Music Association, a visiting professor and lecturer in Arts Administration in several music institutes, a member of the Assessment Panel of the Multi-faceted Excellence Scholarship (MES) of Home Affairs Bureau, a Fellow of The Hong Kong Institute of Directors and the Advisory Committee of School of Music and Hong Kong Academy of Performing Arts.

Dr. Celina Chin holds a doctorate in Professional Studies from the Middlesex University, a Master of Arts degree in Strategic Management for Non-Distributing Organization, and a Diploma in Company Direction and Professional Diploma in Corporate Governance & Directorship from The Hong Kong Institute of Directors. She also completed the Professional Programme in Arts Administration organized by UCLA and the former Urban Services Department. She joined the Cultural Services Section of the former Urban Services Department in 1989, and her postings included the Hong Kong Repertory Theatre, Festival of Asian Arts, Chinese Music Festival, Hong Kong International Film Festival, Hong Kong International Arts Carnival and the Hong Kong Chinese Orchestra. She previously served as a member of the Performing Arts and Tourism Advisory Group of the Consultative Committee on the Core Arts & Cultural Facilities of the West Kowloon Cultural District (2006-2008), and an Arts Advisor (Arts Administration) to the Hong Kong Arts Development Council (2007-2016).

Dr. Chin is well experienced in various aspects of management, including corporate governance, management of a non-profit-distributing organization, strategic marketing and image building, as well as event and performing arts business project management.
