Graduated from Tsinghua University, Mr Yang Pengfei majored in computer science and technology and obtained his master’s degree in finance from Peking University. He then served as the Director of Huizhou Industry and Information Technology Bureau, Member of the Standing Committee of the Huizhou Municipal Committee and Secretary of the Party Working Committee at the Zhongkai Hi-Tech Zone, and Deputy Director of the Provincial Department of Industry and Information Technology. As a long-time practitioner working dedicatedly at the forefront of the development of information technology industry, Mr Yang has acquired a solid professional foundation, broad vision and rich experience.

While working at the Provincial Department of Industry and Information Technology, he played a leading role in supplementing, strengthening and stabilising the supply chains in the integrated circuit industry of Guangdong Province, which significantly fostered the rapid development of major IT infrastructure of the province. Its 5G service base stations accounted for 1/4 of the total number in the country, and its 5G output value accounted for more than half of the total national output value. Since he took office in the provincial government in May 2020, Mr Yang led the Guangdong Provincial Administration of Government Service and Data to take forward the reform and construction of Digital Government 2.0, led the country's first digital government planning in accordance to the "14th Five-Year Plan", and spearheaded the country's first data marketisation reform.

Mr Yang personally established a complete data resource circulation transaction and management system, promoted the listing and operation of the Guangzhou Data Exchange and also took lead in the construction of "Data Customs" to explore the feasibility of facilitating an orderly data flow among the Guangdong Province, Hong Kong and Macao.

He strongly advocated the idea of "one network for all" in respect of data resources, and took lead in unifying network management for provincial governance. The Guangdong provincial mobile app platforms he initiated such as “Yueshengshi” (Guangdong Provincial Affairs App) and “Yueshangtong” (Guangdong Provincial Business App), have become the provincial-level mobile government service platforms with the largest number of users and the greatest number of activities recorded in the country. The Guangdong province continues to excel in the integrated government service capabilities in the country, and has proven itself as an exemplar for other provinces in terms of digital government development.
