2017-12-07Chief Executive Carrie Lam Cheng Yuet-ngor on Thursday said the city will enhance intellectual property protection to drive its innovation and technology (I&T) industry. She said the government will take a diversified approach; measures will include developing an original grant patent system and implementing the international trademark registration system to consolidate Hong Kong’s position as the IP trading nexus in Asia. The city’s No 1 official made the remarks in a speech at the opening of the Business of IP Asia Forum, an annual flagship event for IP in the region. This year’s event is themed “IP and Innovation – Propelling Change, Growth and Connectivity”. Lam said the I&T industry, along with the creative industry, is a major focus for the Hong Kong government. The industry would not develop fully without a strong IP protection regime. In the latest World Economic Forum Global Competitiveness Report published in September, Hong Kong ranks ninth in IP protection among 137 economies covered by the report. Viewing IP as the “very engine” powering innovation, Lam said Hong Kong is emerging as the region’s IP trading hub thanks to a sound protection system, business-friendly environment and world-class professional services. She also attributed the status to being more economically connected to the Chinese mainland, which, as Lam put it, is “a major IP powerhouse”. In 2015, the mainland led the world in IP applications in terms of patent, trademark and industrial design volume, according to statistics from the World Intellectual Property Organization (WIPO). Last year leading Chinese telecoms company ZTE was crowned as the world’s biggest applicant for international patents through WIPO. Lam said the two national development blueprints – the Belt and Road Initiative and Guangdong-Hong Kong-Macao Greater Bay Area – offered unprecedented development opportunities, including those concerning IP trading. Therefore, in addition to improving the existing IP regime, the SAR also played a proactive role in fostering continuous and in-depth IP cooperation with mainland cities, Lam said. Hong Kong last month signed an agreement on IP cooperation with nine IP offices in the Pan-Pearl River Delta region. He Hua, deputy commissioner of the State Intellectual Property Office, joined Lam at the forum. In his opening speech at the forum, He said China has adopted measures to ensure both quantity and quality of IP products in a bid to turn the nation from a big IP applicant to a competent IP applicant. China ranked No 22 in the Global Innovation Index 2017, rising from the 25th spot last year. It is the only middle-income country in the top 25 of the list. He called on Hong Kong to join the country’s IP development, and enjoy the prosperity brought by mutual progress. The forum drew more than 80 renowned speakers worldwide who shared their insights and experiences on a myriad of current IP issues, with topics ranging from law to business practice. Lasting for two days, the forum comprises a series of specific seminars, including the Trend of Film Adaptation, in which key players in China’s entertainment and media sector were invited to talk about how to recognize good IP and derive value from it. 2017-12-07Deeper and broader economic integration, as well as renewed commitment to free and open trade, should be a pertinent response to a global picture reshaped by the wrestling between globalization or regionalization, and nationalism or protectionism, Chief Executive Carrie Lam Cheng Yuet-ngor said on Monday. “Clearly, the global economy is full of uncertainties and in dire need of a new and strong driving force,” she said at the opening ceremony of the Ninth World Chinese Economic Summit in Hong Kong (WCES). “I believe the Belt and Road Initiative, spanning across Asia, Europe and Africa and covering around three-quarters of the world’s land mass and almost 60 percent of the world’s population, can be that much-needed force, through encouraging closer economic, infrastructural and cultural connectivity to achieve common prosperity.” Billed as one of the leading annual events on the global financial calendar, the WCES has drawn more than 100 heavyweight policymakers, business leaders and academics from China, Australia and 23 other countries from Southeast Asia and Europe to share their insights into global and regional geo-economic issues under the context of the landmark Belt and Road Initiative. The two-day event carries the theme “Managing Global Uncertainty: Exploring New Opportunities”. Prominent participants include Tan Sri Dato’ Michael Yeoh, chairman of the WCES and chief executive officer of the Asian Strategy and Leadership Institute, and Tan Sri Lee Kim Yew, co-founder and patron of WCES and chairman of Country Heights Group. The summit comes on the heels of the just-concluded 25th Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting in Vietnam, where leaders of the 21-member grouping recommitted themselves to the common purpose of fostering a shared future of peaceful, sustainable economic growth and prosperity in the Asia-Pacific region. They also reaffirmed their aspirations toward balanced, inclusive, sustainable, innovative and secure growth in the APEC region. “As President Xi Jinping said in his keynote address at the APEC CEO Summit last week, the Belt and Road Initiative is from China, but it belongs to the world. It is rooted in history, but oriented toward the future,” Lam said. “The keyword of the Belt and Road vision is ‘share’ — to share our market, experience and future with the participating countries and regions,” Yan Lijin, chairman of Silk Road International Foundation, told the China Daily Asia Leadership Roundtable — an integral part of the summit. The sweeping plan to revive the trade routes from Western Europe through the Caucasus, the Middle East and Central Asia to the Chinese mainland comes as a recipe of the world’s second-largest economy for a higher-level of regional collaboration, Yan said. “When I look at the Belt and Road push, it’s primarily about infrastructure. But, the real story is connectivity and massive economic stimulus to countries in Asia along the route, and to open new markets,” said Andrew Weir, chairman of the Pacific Basin Economic Council. “Basically, there’s no point talking about regionalization and further collaboration unless there is the common belief that the overall cake gets bigger. This is where and why the Belt and Road Initiative could really make a difference,” he noted. Denis Galligan, director of the One Belt One Road Institute at Oxford University, told the roundtable that the central government deserves full credit for the grand plan. “But, in order to make it truly international, the initiative has to achieve coordination among the nations and regions along the route, which will be a major challenge,” he said. Wang Haifeng, director of international trade and investment at the Institute for International Economic Research at the National Development and Reform Commission, agreed with Galligan. He reckoned that the smooth implementation of the Belt and Road Initiative relies on whether the mainland and associated countries can work together internally and regionally. Over the decades, the domestic market-oriented reform and opening-up policy have contributed to the economic miracle of mainland. Not only the country, but the less developed countries along the Belt and Road route, should keep up with the course of market reform and opening-up — a major internal criterion for the success of the initiative, Wang said.

2017-11-14HONG KONG - With the Trans-Pacific Partnership (TPP) “dead in the water”, member states of the Association of Southeast Asian Nations (ASEAN) have reunited by embracing new economic projects, such as the Belt and Road Initiative and the Regional Comprehensive Economic Partnership (RCEP), in an effort to reap the fruits of closer regionalization, the Ninth World Chinese Economic Summit in Hong Kong heard on Monday. “To me, the TPP was politically motivated. The US wanted to pivot to Asia, so they needed to have an instrument”, Ambassador Delia Domingo Albert, former minister of foreign affairs of the Philippines, told the conference. The mega-regional free trade agreement, which was aimed at the eventual removal of tariffs on almost all goods, came to an abrupt halt when US President Donald Trump withdrew the US earlier this year from the negotiations on the pact that was to embrace 12 Pacific-rim countries. RCEP has come to the fore. The negotiations, which started in 2012, were spearheaded by the 10-member ASEAN grouping, as well as six ASEAN free trade partners — Australia, China, India, Japan, the Republic of Korea and New Zealand. The agreement is widely expected to be concluded by the end of this year. Albert said although the chances of all the countries reaching a consensus this year are slim, she’s confident it would happen soon. “The RCEP is based on the existing ASEAN economic community. It has ASEAN personality, and it’s not just about trade, but includes investment and trade too,” she told the summit. She said ASEAN regionalization is especially meaningful in the context of the Philippines. “With all the economic challenges, no country can solve it alone.” The envoy said inadequate physical infrastructure is only part of the Philippines’ problems. Institutional infrastructure, which requires an efficient government management and financial system, and soft infrastructure to address poverty inequity have also imposed grim challenges on her country. However, with tariffs and barriers removed, Albert sees the Philippines benefitting greatly from direct foreign investments from RCEP countries and China’s Belt and Road Initiative. Such initiatives, she said, are very much in line with Philippine President Rodrigo Duterte’s multi-billion-dollar “Build, Build, Build” plan. Agriculture in the Philippines will stand as a direct beneficiary of the deepening ties, as the country has long been deemed as the “food basket” by its major importers, Albert said. What she expects more is the driving force that pushes the Philippines and other ASEAN countries to open up its markets and enhance connectivity. As an example, the former minister said the negative list in the Philippines banning foreign investments is not necessary as many of the sectors involved are owned by politically well-connected families and could be opened up to the market. A better understanding of ASEAN people under greater regionalization can further deepen ties and uproot disputes, she believes. “We all have different colonial relationships with different countries in colonial ages. For the Philippines, we had been colonized by the US and Spain, we used to know more about the US than Indonesia. But now, we want to know more about our ASEAN countries, and when 10 countries stick together, we have more bargaining power in the world.”
2017-11-14The Belt and Road Initiative holds the key to whether China can face its major economic challenge of further deepening economic reform and opening-up, according to a prominent Chinese mainland economist. Addressing the Ninth World Chinese Economic Summit in Hong Kong on Monday, Wang Haifeng, director of international trade and investment at the Institute for International Economic Research of the National Development and Reform Commission, said the China-led initiative will set the stage for the country’s marketization, linking its economy with those of more than 60 countries and regions. The project will also act as a bridge for China to realize its second centenary goal of becoming a strong, democratic, civilized, harmonious and modern socialist country by 2049, as spelt out by General Secretary Xi Jinping in his report to the 19th National Congress of the Communist Party of China last month, he said. Wang said sound implementation of the initiative depends on whether China and the countries concerned can work together internally and regionally, especially on domestic infrastructure projects. The success of private participation and market reform will also lead to better development for the Belt and Road regions, providing opportunities to those countries. As for the potential risks, he cited internal economic reform and effective market participation in the developing and less developed economies, as well as geopolitics along the Belt and Road. Wang said China is an active participant and one of the beneficiaries of regionalization and globalization, which is also part of the country’s opening-up strategy, but is not the biggest beneficiary compared with other developed countries. He added that China is an active participant and promoter rather than a leading power in the Regional Comprehensive Economic Partnership and Free Trade Area of the Asia Pacific, which is an exclusive and transparent platform with more Asian countries involved. Referring to Hong Kong’s role in the Belt and Road Initiative, he said the SAR is a “super-connector”, which is highly in line with other international economies as the city is a trading, shipping and financial center with cultural diversity and smart power possessing advantages, including comprehensive legal, management, consulting and arbitration professional services. 2017-11-14As bilateral ties between China and the Philippines become increasingly close, the two countries’ cooperation in trade, investment and tourism is expected to bear much fruit and bring benefits to all. This was the consensus among speakers at the China-Philippines Dialogue 2017 event -- a China Daily Asia Leadership Roundtable forum held in Manila on Oct 26. “Since (Philippine) President (Rodrigo) Duterte’s successful state visit to China last October, China-Philippines relations have entered into a new era,” said keynote speaker Ethan Sun Yi, counselor at the Chinese embassy in the Philippines. “Our two countries are enjoying growing political mutual trust and frequent exchange of high-level visits.” Premier Li Keqiang will soon pay an official visit to the Philippines during the ASEAN Summit in November. Sun said it will be the first visit of its kind by a Chinese premier in 10 years. Referring to the China Daily roundtable’s theme, A New Chapter in China-Philippines Ties and the Prospects of China-ASEAN Cooperation, Sun said rich fruits have been reaped already from the cooperation between China and the Philippines. He said China is now the largest trading partner, largest import market and fourth-largest export destination of the Philippines. From January to July, their bilateral trade volume hit $28 billion, up 7.6 percent year-on-year. Now in its second year, the forum aims to strengthen communications and trust, deepen understanding of cooperation between China and the Philippines, and explore future opportunities for China and the Association of Southeast Asian Nations (ASEAN). Zhou Li, editorial board member of China Daily Group and publisher and editor-in-chief of China Daily Asia Pacific, believes the dialogue will help realize President Xi Jinping’s vision of achieving a mutually beneficial collaboration between neighbors, leading to the development of the world community with a shared future for mankind. At the 19th National Congress of the Communist Party of China, Xi, as general secretary of the CPC Central Committee, stressed that China will continue to hold high the banner of peace, development, cooperation and mutual benefit and uphold its fundamental foreign policy goal of preserving world peace and promoting common development. Other keynote speakers at the Manila forum were Ann Claire Credo-Cabochan, director of the Bureau of International Trade Relations for the Philippine Department of Trade and Industry, assistant secretary at the Philippine Presidential Communications Operations Office Ana Maria Paz R Banaag and former Philippine secretary of finance Roberto F de Ocampo. In a panel discussion on the topic,Sino-Philippines Relations: Trade, Investment and Tourism, Federico M Macaranas, former chairman of the department of economics at the Asian Institute of Management, suggested that the two countries put aside the South China Sea territory dispute and seek new ways of cooperation, focusing on using and sharing the assets. “It is joint use of assets, not ownership of assets that matters for our relations,” he said. Nicholas Ho, deputy managing director at Hong Kong-based architectural consultancy Ho & Partners Architects Engineers & Development Consultants, said: “When we look at the Philippine market, it is full of opportunities and full of potential.” Ho’s company is the architect of the New Manila Bay City of Pearl -- a smart city project in the heart of Manila. The 407-hectare reclamation project, aiming to be a high-tech commercial and tourism center, is one of the China-Philippine projects under the Belt and Road Initiative. First proposed by President Xi in 2013, the Belt and Road Initiative refers to the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and aims to increase trade and investment between Asia, Europe and Africa along the ancient trade routes of the Silk Road. Ho said that through the Belt and Road, many cooperation opportunities can be found for enterprises on the Chinese mainland, international investment and Hong Kong professionals. “We look forward to bringing the services and technologies to the Philippines, and by working with the local enterprises and government, we can bring a brighter future for the Philippines,” he said. Ma Jianhua, director at China Harbour Engineering Company (CHEC), said: “Since 2016, China-Philippine relations have entered a golden period of fast development. The two countries have signed 20-plus cooperation agreements within one year.” CHEC now has over 70 overseas branches, offices and subsidiary companies around the world, undertaking $10 billion worth of projects. In the Philippines, CHEC has more than 15 projects, including harbor, road and bridge, and which Ma said are all examples of the company’s deep relationship with local enterprises. In support of the Belt and Road, he said CHEC, through its capabilities and previous experience, can help clients interested in seizing opportunities under the initiative. According to the Philippine Department of Tourism, China was the country’s third-highest source of foreign visitors in 2016, after South Korea and the United States. From January to July this year, the number of Chinese nationals who visited the Philippines totaled 454,962 -- up 33.44 percent year-on-year. And, the number is expected to hit the one-million mark this year. Yet Jose Luis U Yulo, president of the Chamber of Commerce of the Philippine Islands, said this number is still small when compared to China’s total population of more than 1.3 billion. He said about 680,000 people from the Philippines visited China last year, approaching somewhere near 1 percent of the Philippines’ total population. “If China can also send 1 percent of its population, that means that they would send 13 million Chinese tourists,” he said. “I doubt our airport can handle that.” He suggested setting up a tourism cooperation framework to develop the industry logically according to what each country can accommodate. And he emphasized the quality of tourism exchange should be improved for the local environment and culture. Speaking for the Philippines’ largest organization of Filipino-Chinese businesspeople, Angel Ngu, honorary president of the Federation of Filipino Chinese Chambers of Commerce and Industry, said tourism is an essential exchange between ASEAN countries and China, and helpful for mutual understanding between people. As the rotating chair of ASEAN this year, the Philippines held the launch of the China-ASEAN tourism cooperation year in Manila in March, and Ngu said this new era of tourism cooperation will improve mutual understanding. For Philippine companies planning to do business in China, Ngu said it is “important to have a keen understanding of the business culture, consumer needs, legal requirements, and form relationships with government, agencies and potential partners”. 2017-10-26Collaboration among cities within the Guangdong-Hong Kong-Macao Greater Bay Area is all about putting the strengths together to go out promoting themselves and eventually bringing in visitors, said Maria Helena de Senna Fernandes, director of the Macao Government Tourism Office. Speaking at the China Daily Roundtable at the Global Tourism Economy Forum in Macao on Tuesday, she said Macao has always been trying to work together with its neighbors, even since 1993. And, this year, Macao has been involved in joint tourism promotion efforts in Southeast Asia along with the Hong Kong SAR, Guangdong and Fujian provinces and Guangxi Zhuang autonomous region. “Such collaboration will continue,” Fernandes said. “And, our aim is to use the Greater Bay Area as a platform to better promote ourselves. Together, we can really go out as a collective force, especially along the Belt and Road Initiative regions, to bring in clients and make the cake bigger so that everybody can have a bigger slice.” In terms of how to collaborate under the bay area framework, she said that, in future, they will not only work at the government level, but also develop the private sector, including helping enterprises sell more products. The Greater Bay Area is critical strategy for Macao, allowing the cities to put their strengths together to become an entire brand catering to visitors’ various tastes, Fernandes said. For visitors, she pointed out, collaboration will enable them to have more choices for destinations and give them the experience they can have. She also believes that Macao’s management rights over marine areas designated by the central government will allow the city to develop marine tourism, which will be another highlight for the tourism industry within the bay area. In terms of the city’s strategic development, Macao is transforming itself from a gaming center into an integrated business and leisure tourism hub. Macao has always been a place where East meets West so, on one hand, it will continue to leverage its position as a world center of tourism and leisure as well as a trade platform between China and Portuguese-speaking countries, and on the other, it will contribute to the Greater Bay Area through Macao’s strengths, Fernandes said. “In future, we expect to attract more high-yield visitors rather than depending on the number of visitors, and keep visitors longer in town to see the city and spend money.” Macao signed a strategic partnership deal with Chinese mainland tech giant Alibaba in August this year in a bid to help the city become one of the leading smart cities in the Asia Pacific. 2017-10-18The “soft-connection” power is crucial to fostering a regional travel economy in the Guangdong-Hong Kong-Macao Greater Bay Area, the United Nations World Tourism Organization (UNWTO) said on Tuesday. Bao Jigang, director of UNWTO’s Monitoring Center for Sustainable Tourism Observatories — the tourism arm of the UN agency responsible for promoting sustainable and universally accessible tourism — said the bay area is well positioned in hard infrastructure, with both the mega Hong Kong-Zhuhai-Macao Bridge and the Guangzhou-Shenzhen-Hong Kong Express Rail Link due to go into service soon. But, the key challenge comes from a lack of “soft-power” connections, which might hinder a convenient traveling experience. “Clear policy guidance comes at the heart of enhancing the soft-power connectivity in the Greater Bay Area. Governments should consider measures, such as co-located customs, streamlining visa processes, improving the punctuality of flights and further relaxing the restrictions on self-driving trips,” Bao said. And, implementing such policies requires the cooperation of various municipal governments. Citing his personal experience, Bao said he felt the convenience of great facilitation when traveling in the United States and Canada, but it would take much longer for his visa to be approved for business trips to Hong Kong and Macao. “Having to wait for one hour for visa approval will simply put off tourists,” he lamented. He noted that the vast differences in social systems and cultural backgrounds among the different jurisdictions in the Greater Bay Area present great challenges in creating a travel economy across the region. But, on the other hand, such diversity serves as a great attraction for tourists, he said. Bao said a regional travel economy has been a global trend since tourists nowadays prefer to visit peripheral regions rather than one specific destination. The tourist resorts in Hong Kong, Macao and Guangdong province are highly complementary and can enhance the overall attractiveness, especially to long-haul tourists. While Hong Kong offers the excitement of being an international metropolis, Macao stands uniquely different as a gaming and leisure center, Guangdong boasts abundant cultural relics, such as Kaiping Diaolou in Jiangmen, which comprises fortified multi-story watch towers in a village countryside that has been designated a world heritage site by the UNESCO. Diversities across the region also provide a wider variety of tourism products for visitors. To achieve a sustainable tourism industry, Bao said, both tourists and local citizens’ interests should be considered, adding that there have been cases of local people being hostile to tourists when their lives are disrupted by traffic congestion and inflation. He urged governments to watch closely and mitigate such interruptions by taking various measures to ease traffic, reduce noise pollution, and maintain an orderly and clean environment. Most importantly, the authorities should use the economic benefits from tourism to enhance the overall living standards to enable everyone to reap the fruits of tourism. 2017-10-18Guangdong, Hong Kong and Macao in southern China are coordinating their policies, measures and programs to turn the Greater Bay Area into a world-class tourism attraction, according to industry experts and leading officials at a roundtable forum in Macao on Tuesday. The city cluster in the Guangdong-Hong Kong-Macao Greater Bay Area covers nine cities of the province, including Guangzhou and Shenzhen, as well as the special administrative regions of Hong Kong and Macao. Compared with other major bay economy regions in the world, one unique feature of the Greater Bay Area is it has two systems in three regions, Bao Jigang, director of the Monitor Center for UNWTO Sustainable Tourism Observatories, told the China Daily Roundtable Forum themed “The Greater Bay Area — Visionary Collaboration in the Making” during the Global Tourism Economy Forum. Bao, also director of the School of Tourism Management of Sun Yat-sen University, said that on one side, it is an advantage because it provides more diversified tourism resources, but on the other, there are also barriers, such as customs clearance. As the nation has committed itself to improve transportation in the area, or “hardware-connection” in his words, he believes it is for the “soft-connection” needs to have more attention now in building up a better future. Jia Yucheng, deputy director of the Department of Planning and Finance at China National Tourism Administration, expressed the central government’s support for the Greater Bay Area’s development in detail. Jia said it will further facilitate the area’s tourism services, such as introducing a 144-hour easy visa policy, promoting the region’s upgrading of the sector, including varied products such as multiple destinations for one journey, and strengthening their coordination in smoothening market operations and protecting industrial order. Maria Helena de Senna Fernandes, director of the Macao Government Tourism Office, agreed that the three regions “should work together to make the local tourism market’s cake bigger”. For example, she said new transportation projects, including the Hong Kong-Zhuhai-Macao Bridge, will also become tourism sights, and the three regions should work together to plan sightseeing routes for the bridge. The bridge, which is expected to be completed by the end of this year, will shorten the current four-hour drive from Hong Kong to Zhuhai to half an hour. Cathy Chu, commissioner for the Hong Kong Tourism Commission, noted: “Regional cooperation is not simply a combination of each other’s advantages.” She said the area should come up with “a story of the Greater Bay” as a whole to jointly attract tourists. Zeng Yingru, director-general of the Tourism Administration of Guangdong province, said they are already researching and studying together with institutions and governments in Hong Kong and Macao about the influence these transportation systems will bring to the area’s tourist market. “The change will be huge and we are striving for more preference policies for convenient connectivity and movability,” she said. Sio Chi-wai, president of the Macau Development Strategy Research Centre, agreed that the future development of the Greater Bay Area should be driven by multiple industry leaders in the area, instead of one. From the economic perspective, such “soft-connection” can be regarded as a management mechanism, said Song Haiyan, president of the International Association for Tourism Economics. Song, associate dean and chair professor of School of Hotel and Tourism Management at the Hong Kong Polytechnic University, suggested that local governments in the Greater Bay Area should adopt an organic cooperation method which puts their collaboration on the foundation of strategic agreements, but does not have a central management institution. 2017-12-07Chief Executive Carrie Lam Cheng Yuet-ngor on Thursday said the city will enhance intellectual property protection to drive its innovation and technology (I&T) industry. She said the government will take a diversified approach; measures will include developing an original grant patent system and implementing the international trademark registration system to consolidate Hong Kong’s position as the IP trading nexus in Asia. The city’s No 1 official made the remarks in a speech at the opening of the Business of IP Asia Forum, an annual flagship event for IP in the region. This year’s event is themed “IP and Innovation – Propelling Change, Growth and Connectivity”. Lam said the I&T industry, along with the creative industry, is a major focus for the Hong Kong government. The industry would not develop fully without a strong IP protection regime. In the latest World Economic Forum Global Competitiveness Report published in September, Hong Kong ranks ninth in IP protection among 137 economies covered by the report. Viewing IP as the “very engine” powering innovation, Lam said Hong Kong is emerging as the region’s IP trading hub thanks to a sound protection system, business-friendly environment and world-class professional services. She also attributed the status to being more economically connected to the Chinese mainland, which, as Lam put it, is “a major IP powerhouse”. In 2015, the mainland led the world in IP applications in terms of patent, trademark and industrial design volume, according to statistics from the World Intellectual Property Organization (WIPO). Last year leading Chinese telecoms company ZTE was crowned as the world’s biggest applicant for international patents through WIPO. Lam said the two national development blueprints – the Belt and Road Initiative and Guangdong-Hong Kong-Macao Greater Bay Area – offered unprecedented development opportunities, including those concerning IP trading. Therefore, in addition to improving the existing IP regime, the SAR also played a proactive role in fostering continuous and in-depth IP cooperation with mainland cities, Lam said. Hong Kong last month signed an agreement on IP cooperation with nine IP offices in the Pan-Pearl River Delta region. He Hua, deputy commissioner of the State Intellectual Property Office, joined Lam at the forum. 2017-12-07Deeper and broader economic integration, as well as renewed commitment to free and open trade, should be a pertinent response to a global picture reshaped by the wrestling between globalization or regionalization, and nationalism or protectionism, Chief Executive Carrie Lam Cheng Yuet-ngor said on Monday. “Clearly, the global economy is full of uncertainties and in dire need of a new and strong driving force,” she said at the opening ceremony of the Ninth World Chinese Economic Summit in Hong Kong (WCES). “I believe the Belt and Road Initiative, spanning across Asia, Europe and Africa and covering around three-quarters of the world’s land mass and almost 60 percent of the world’s population, can be that much-needed force, through encouraging closer economic, infrastructural and cultural connectivity to achieve common prosperity.” Billed as one of the leading annual events on the global financial calendar, the WCES has drawn more than 100 heavyweight policymakers, business leaders and academics from China, Australia and 23 other countries from Southeast Asia and Europe to share their insights into global and regional geo-economic issues under the context of the landmark Belt and Road Initiative. The two-day event carries the theme “Managing Global Uncertainty: Exploring New Opportunities”. Prominent participants include Tan Sri Dato’ Michael Yeoh, chairman of the WCES and chief executive officer of the Asian Strategy and Leadership Institute, and Tan Sri Lee Kim Yew, co-founder and patron of WCES and chairman of Country Heights Group. It is rooted in history, but oriented toward the future,” Lam said. “The keyword of the Belt and Road vision is ‘share’ — to share our market, experience and future with the participating countries and regions,” Yan Lijin, chairman of Silk Road International Foundation, told the China Daily Asia Leadership Roundtable — an integral part of the summit. The sweeping plan to revive the trade routes from Western Europe through the Caucasus, the Middle East and Central Asia to the Chinese mainland comes as a recipe of the world’s second-largest economy for a higher-level of regional collaboration, Yan said. “When I look at the Belt and Road push, it’s primarily about infrastructure. But, the real story is connectivity and massive economic stimulus to countries in Asia along the route, and to open new markets,” said Andrew Weir, chairman of the Pacific Basin Economic Council. “Basically, there’s no point talking about regionalization and further collaboration unless there is the common belief that the overall cake gets bigger. This is where and why the Belt and Road Initiative could really make a difference,” he noted. Denis Galligan, director of the One Belt One Road Institute at Oxford University, told the roundtable that the central government deserves full credit for the grand plan. “But, in order to make it truly international, the initiative has to achieve coordination among the nations and regions along the route, which will be a major challenge,” he said. Wang Haifeng, director of international trade and investment at the Institute for International Economic Research at the National Development and Reform Commission, agreed with Galligan. He reckoned that the smooth implementation of the Belt and Road Initiative relies on whether the mainland and associated countries can work together internally and regionally. Over the decades, the domestic market-oriented reform and opening-up policy have contributed to the economic miracle of mainland. Not only the country, but the less developed countries along the Belt and Road route, should keep up with the course of market reform and opening-up — a major internal criterion for the success of the initiative, Wang said.

2017-11-14HONG KONG - With the Trans-Pacific Partnership (TPP) “dead in the water”, member states of the Association of Southeast Asian Nations (ASEAN) have reunited by embracing new economic projects, such as the Belt and Road Initiative and the Regional Comprehensive Economic Partnership (RCEP), in an effort to reap the fruits of closer regionalization, the Ninth World Chinese Economic Summit in Hong Kong heard on Monday. “To me, the TPP was politically motivated. The US wanted to pivot to Asia, so they needed to have an instrument”, Ambassador Delia Domingo Albert, former minister of foreign affairs of the Philippines, told the conference. The mega-regional free trade agreement, which was aimed at the eventual removal of tariffs on almost all goods, came to an abrupt halt when US President Donald Trump withdrew the US earlier this year from the negotiations on the pact that was to embrace 12 Pacific-rim countries. RCEP has come to the fore. The negotiations, which started in 2012, were spearheaded by the 10-member ASEAN grouping, as well as six ASEAN free trade partners — Australia, China, India, Japan, the Republic of Korea and New Zealand. The agreement is widely expected to be concluded by the end of this year. Albert said although the chances of all the countries reaching a consensus this year are slim, she’s confident it would happen soon. “The RCEP is based on the existing ASEAN economic community. It has ASEAN personality, and it’s not just about trade, but includes investment and trade too,” she told the summit. She said ASEAN regionalization is especially meaningful in the context of the Philippines. “With all the economic challenges, no country can solve it alone.” The envoy said inadequate physical infrastructure is only part of the Philippines’ problems. Institutional infrastructure, which requires an efficient government management and financial system, and soft infrastructure to address poverty inequity have also imposed grim challenges on her country. However, with tariffs and barriers removed, Albert sees the Philippines benefitting greatly from direct foreign investments from RCEP countries and China’s Belt and Road Initiative. Such initiatives, she said, are very much in line with Philippine President Rodrigo Duterte’s multi-billion-dollar “Build, Build, Build” plan. Agriculture in the Philippines will stand as a direct beneficiary of the deepening ties, as the country has long been deemed as the “food basket” by its major importers, Albert said. What she expects more is the driving force that pushes the Philippines and other ASEAN countries to open up its markets and enhance connectivity. As an example, the former minister said the negative list in the Philippines banning foreign investments is not necessary as many of the sectors involved are owned by politically well-connected families and could be opened up to the market. A better understanding of ASEAN people under greater regionalization can further deepen ties and uproot disputes, she believes. “We all have different colonial relationships with different countries in colonial ages. For the Philippines, we had been colonized by the US and Spain, we used to know more about the US than Indonesia. But now, we want to know more about our ASEAN countries, and when 10 countries stick together, we have more bargaining power in the world.”
2017-11-14The Belt and Road Initiative holds the key to whether China can face its major economic challenge of further deepening economic reform and opening-up, according to a prominent Chinese mainland economist. Addressing the Ninth World Chinese Economic Summit in Hong Kong on Monday, Wang Haifeng, director of international trade and investment at the Institute for International Economic Research of the National Development and Reform Commission, said the China-led initiative will set the stage for the country’s marketization, linking its economy with those of more than 60 countries and regions. The project will also act as a bridge for China to realize its second centenary goal of becoming a strong, democratic, civilized, harmonious and modern socialist country by 2049, as spelt out by General Secretary Xi Jinping in his report to the 19th National Congress of the Communist Party of China last month, he said. Wang said sound implementation of the initiative depends on whether China and the countries concerned can work together internally and regionally, especially on domestic infrastructure projects. The success of private participation and market reform will also lead to better development for the Belt and Road regions, providing opportunities to those countries. As for the potential risks, he cited internal economic reform and effective market participation in the developing and less developed economies, as well as geopolitics along the Belt and Road. Wang said China is an active participant and one of the beneficiaries of regionalization and globalization, which is also part of the country’s opening-up strategy, but is not the biggest beneficiary compared with other developed countries. He added that China is an active participant and promoter rather than a leading power in the Regional Comprehensive Economic Partnership and Free Trade Area of the Asia Pacific, which is an exclusive and transparent platform with more Asian countries involved. Referring to Hong Kong’s role in the Belt and Road Initiative, he said the SAR is a “super-connector”, which is highly in line with other international economies as the city is a trading, shipping and financial center with cultural diversity and smart power possessing advantages, including comprehensive legal, management, consulting and arbitration professional services. 2017-11-14As bilateral ties between China and the Philippines become increasingly close, the two countries’ cooperation in trade, investment and tourism is expected to bear much fruit and bring benefits to all. This was the consensus among speakers at the China-Philippines Dialogue 2017 event -- a China Daily Asia Leadership Roundtable forum held in Manila on Oct 26. “Since (Philippine) President (Rodrigo) Duterte’s successful state visit to China last October, China-Philippines relations have entered into a new era,” said keynote speaker Ethan Sun Yi, counselor at the Chinese embassy in the Philippines. “Our two countries are enjoying growing political mutual trust and frequent exchange of high-level visits.” Premier Li Keqiang will soon pay an official visit to the Philippines during the ASEAN Summit in November. Sun said it will be the first visit of its kind by a Chinese premier in 10 years. Referring to the China Daily roundtable’s theme, A New Chapter in China-Philippines Ties and the Prospects of China-ASEAN Cooperation, Sun said rich fruits have been reaped already from the cooperation between China and the Philippines. He said China is now the largest trading partner, largest import market and fourth-largest export destination of the Philippines. From January to July, their bilateral trade volume hit $28 billion, up 7.6 percent year-on-year. Now in its second year, the forum aims to strengthen communications and trust, deepen understanding of cooperation between China and the Philippines, and explore future opportunities for China and the Association of Southeast Asian Nations (ASEAN). Zhou Li, editorial board member of China Daily Group and publisher and editor-in-chief of China Daily Asia Pacific, believes the dialogue will help realize President Xi Jinping’s vision of achieving a mutually beneficial collaboration between neighbors, leading to the development of the world community with a shared future for mankind. At the 19th National Congress of the Communist Party of China, Xi, as general secretary of the CPC Central Committee, stressed that China will continue to hold high the banner of peace, development, cooperation and mutual benefit and uphold its fundamental foreign policy goal of preserving world peace and promoting common development. In a panel discussion on the topic,Sino-Philippines Relations: Trade, Investment and Tourism, Federico M Macaranas, former chairman of the department of economics at the Asian Institute of Management, suggested that the two countries put aside the South China Sea territory dispute and seek new ways of cooperation, focusing on using and sharing the assets. “It is joint use of assets, not ownership of assets that matters for our relations,” he said. Nicholas Ho, deputy managing director at Hong Kong-based architectural consultancy Ho & Partners Architects Engineers & Development Consultants, said: “When we look at the Philippine market, it is full of opportunities and full of potential.” Ho’s company is the architect of the New Manila Bay City of Pearl -- a smart city project in the heart of Manila. The 407-hectare reclamation project, aiming to be a high-tech commercial and tourism center, is one of the China-Philippine projects under the Belt and Road Initiative. First proposed by President Xi in 2013, the Belt and Road Initiative refers to the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and aims to increase trade and investment between Asia, Europe and Africa along the ancient trade routes of the Silk Road. Ho said that through the Belt and Road, many cooperation opportunities can be found for enterprises on the Chinese mainland, international investment and Hong Kong professionals. “We look forward to bringing the services and technologies to the Philippines, and by working with the local enterprises and government, we can bring a brighter future for the Philippines,” he said. Ma Jianhua, director at China Harbour Engineering Company (CHEC), said: “Since 2016, China-Philippine relations have entered a golden period of fast development. The two countries have signed 20-plus cooperation agreements within one year.” CHEC now has over 70 overseas branches, offices and subsidiary companies around the world, undertaking $10 billion worth of projects. In the Philippines, CHEC has more than 15 projects, including harbor, road and bridge, and which Ma said are all examples of the company’s deep relationship with local enterprises. In support of the Belt and Road, he said CHEC, through its capabilities and previous experience, can help clients interested in seizing opportunities under the initiative. According to the Philippine Department of Tourism, China was the country’s third-highest source of foreign visitors in 2016, after South Korea and the United States. From January to July this year, the number of Chinese nationals who visited the Philippines totaled 454,962 -- up 33.44 percent year-on-year. And, the number is expected to hit the one-million mark this year. Yet Jose Luis U Yulo, president of the Chamber of Commerce of the Philippine Islands, said this number is still small when compared to China’s total population of more than 1.3 billion. He said about 680,000 people from the Philippines visited China last year, approaching somewhere near 1 percent of the Philippines’ total population. “If China can also send 1 percent of its population, that means that they would send 13 million Chinese tourists,” he said. “I doubt our airport can handle that.” He suggested setting up a tourism cooperation framework to develop the industry logically according to what each country can accommodate. And he emphasized the quality of tourism exchange should be improved for the local environment and culture. Speaking for the Philippines’ largest organization of Filipino-Chinese businesspeople, Angel Ngu, honorary president of the Federation of Filipino Chinese Chambers of Commerce and Industry, said tourism is an essential exchange between ASEAN countries and China, and helpful for mutual understanding between people. As the rotating chair of ASEAN this year, the Philippines held the launch of the China-ASEAN tourism cooperation year in Manila in March, and Ngu said this new era of tourism cooperation will improve mutual understanding. For Philippine companies planning to do business in China, Ngu said it is “important to have a keen understanding of the business culture, consumer needs, legal requirements, and form relationships with government, agencies and potential partners”. Jerome Ma, vice-president of China e-commerce giant JD.com, and Dennis Ng, founder of the Philippine-based on-demand delivery app Mober, shared their thoughts on e-commerce and the logistics industry in the region, seeing more opportunities ahead for enterprises from both sides. Keynote speakers and expert panelists shared their insights on the topic and interacted with more than 200 delegates including leaders from government officials, business industry, and academia. Mr. Jerome MA said that at the end of the day, e-commerce is supported by technology. Advanced technology like AI (Artificial Intelligent), big data, facial recognition, and this kind of technology has to be developed. Anyone who wants to enter China, there is a logistic problem. Cooperate with long and medium reach logistic companies, but don’t forget to cooperate with the last mile delivery systems. In a joint statement issued after the ASEAN Foreign Ministers’ Meeting in Manila in August, 2017, the ministers expressed their willingness to conduct higher level dialogues and exchanges with China in future, and continue to enhance the level of economic integration. President Rodrigo Duterte of the Philippines – a founding member of ASEAN -- visited China in October last year, putting the good neighborly and friendly relations between the two countries back on track. The China-led Belt and Road Initiative is expected to further strengthen trade ties between China and the Philippines. 2017-10-26Collaboration among cities within the Guangdong-Hong Kong-Macao Greater Bay Area is all about putting the strengths together to go out promoting themselves and eventually bringing in visitors, said Maria Helena de Senna Fernandes, director of the Macao Government Tourism Office. Speaking at the China Daily Roundtable at the Global Tourism Economy Forum in Macao on Tuesday, she said Macao has always been trying to work together with its neighbors, even since 1993. And, this year, Macao has been involved in joint tourism promotion efforts in Southeast Asia along with the Hong Kong SAR, Guangdong and Fujian provinces and Guangxi Zhuang autonomous region. “Such collaboration will continue,” Fernandes said. “And, our aim is to use the Greater Bay Area as a platform to better promote ourselves. Together, we can really go out as a collective force, especially along the Belt and Road Initiative regions, to bring in clients and make the cake bigger so that everybody can have a bigger slice.” In terms of how to collaborate under the bay area framework, she said that, in future, they will not only work at the government level, but also develop the private sector, including helping enterprises sell more products. The Greater Bay Area is critical strategy for Macao, allowing the cities to put their strengths together to become an entire brand catering to visitors’ various tastes, Fernandes said. For visitors, she pointed out, collaboration will enable them to have more choices for destinations and give them the experience they can have. She also believes that Macao’s management rights over marine areas designated by the central government will allow the city to develop marine tourism, which will be another highlight for the tourism industry within the bay area. In terms of the city’s strategic development, Macao is transforming itself from a gaming center into an integrated business and leisure tourism hub. Macao has always been a place where East meets West so, on one hand, it will continue to leverage its position as a world center of tourism and leisure as well as a trade platform between China and Portuguese-speaking countries, and on the other, it will contribute to the Greater Bay Area through Macao’s strengths, Fernandes said. “In future, we expect to attract more high-yield visitors rather than depending on the number of visitors, and keep visitors longer in town to see the city and spend money.” Macao signed a strategic partnership deal with Chinese mainland tech giant Alibaba in August this year in a bid to help the city become one of the leading smart cities in the Asia Pacific. 2017-10-18The “soft-connection” power is crucial to fostering a regional travel economy in the Guangdong-Hong Kong-Macao Greater Bay Area, the United Nations World Tourism Organization (UNWTO) said on Tuesday. Bao Jigang, director of UNWTO’s Monitoring Center for Sustainable Tourism Observatories — the tourism arm of the UN agency responsible for promoting sustainable and universally accessible tourism — said the bay area is well positioned in hard infrastructure, with both the mega Hong Kong-Zhuhai-Macao Bridge and the Guangzhou-Shenzhen-Hong Kong Express Rail Link due to go into service soon. But, the key challenge comes from a lack of “soft-power” connections, which might hinder a convenient traveling experience. “Clear policy guidance comes at the heart of enhancing the soft-power connectivity in the Greater Bay Area. Governments should consider measures, such as co-located customs, streamlining visa processes, improving the punctuality of flights and further relaxing the restrictions on self-driving trips,” Bao said. And, implementing such policies requires the cooperation of various municipal governments. Citing his personal experience, Bao said he felt the convenience of great facilitation when traveling in the United States and Canada, but it would take much longer for his visa to be approved for business trips to Hong Kong and Macao. “Having to wait for one hour for visa approval will simply put off tourists,” he lamented. He noted that the vast differences in social systems and cultural backgrounds among the different jurisdictions in the Greater Bay Area present great challenges in creating a travel economy across the region. But, on the other hand, such diversity serves as a great attraction for tourists, he said. Bao said a regional travel economy has been a global trend since tourists nowadays prefer to visit peripheral regions rather than one specific destination. The tourist resorts in Hong Kong, Macao and Guangdong province are highly complementary and can enhance the overall attractiveness, especially to long-haul tourists. While Hong Kong offers the excitement of being an international metropolis, Macao stands uniquely different as a gaming and leisure center, Guangdong boasts abundant cultural relics, such as Kaiping Diaolou in Jiangmen, which comprises fortified multi-story watch towers in a village countryside that has been designated a world heritage site by the UNESCO. Diversities across the region also provide a wider variety of tourism products for visitors. To achieve a sustainable tourism industry, Bao said, both tourists and local citizens’ interests should be considered, adding that there have been cases of local people being hostile to tourists when their lives are disrupted by traffic congestion and inflation. He urged governments to watch closely and mitigate such interruptions by taking various measures to ease traffic, reduce noise pollution, and maintain an orderly and clean environment. Most importantly, the authorities should use the economic benefits from tourism to enhance the overall living standards to enable everyone to reap the fruits of tourism. 2017-10-18Guangdong, Hong Kong and Macao in southern China are coordinating their policies, measures and programs to turn the Greater Bay Area into a world-class tourism attraction, according to industry experts and leading officials at a roundtable forum in Macao on Tuesday. The city cluster in the Guangdong-Hong Kong-Macao Greater Bay Area covers nine cities of the province, including Guangzhou and Shenzhen, as well as the special administrative regions of Hong Kong and Macao. Compared with other major bay economy regions in the world, one unique feature of the Greater Bay Area is it has two systems in three regions, Bao Jigang, director of the Monitor Center for UNWTO Sustainable Tourism Observatories, told the China Daily Roundtable Forum themed “The Greater Bay Area — Visionary Collaboration in the Making” during the Global Tourism Economy Forum. Bao, also director of the School of Tourism Management of Sun Yat-sen University, said that on one side, it is an advantage because it provides more diversified tourism resources, but on the other, there are also barriers, such as customs clearance. As the nation has committed itself to improve transportation in the area, or “hardware-connection” in his words, he believes it is for the “soft-connection” needs to have more attention now in building up a better future. Jia Yucheng, deputy director of the Department of Planning and Finance at China National Tourism Administration, expressed the central government’s support for the Greater Bay Area’s development in detail. Jia said it will further facilitate the area’s tourism services, such as introducing a 144-hour easy visa policy, promoting the region’s upgrading of the sector, including varied products such as multiple destinations for one journey, and strengthening their coordination in smoothening market operations and protecting industrial order. Maria Helena de Senna Fernandes, director of the Macao Government Tourism Office, agreed that the three regions “should work together to make the local tourism market’s cake bigger”. For example, she said new transportation projects, including the Hong Kong-Zhuhai-Macao Bridge, will also become tourism sights, and the three regions should work together to plan sightseeing routes for the bridge. The bridge, which is expected to be completed by the end of this year, will shorten the current four-hour drive from Hong Kong to Zhuhai to half an hour. Cathy Chu, commissioner for the Hong Kong Tourism Commission, noted: “Regional cooperation is not simply a combination of each other’s advantages.” She said the area should come up with “a story of the Greater Bay” as a whole to jointly attract tourists. Zeng Yingru, director-general of the Tourism Administration of Guangdong province, said they are already researching and studying together with institutions and governments in Hong Kong and Macao about the influence these transportation systems will bring to the area’s tourist market. “The change will be huge and we are striving for more preference policies for convenient connectivity and movability,” she said. Sio Chi-wai, president of the Macau Development Strategy Research Centre, agreed that the future development of the Greater Bay Area should be driven by multiple industry leaders in the area, instead of one. From the economic perspective, such “soft-connection” can be regarded as a management mechanism, said Song Haiyan, president of the International Association for Tourism Economics. Song, associate dean and chair professor of School of Hotel and Tourism Management at the Hong Kong Polytechnic University, suggested that local governments in the Greater Bay Area should adopt an organic cooperation method which puts their collaboration on the foundation of strategic agreements, but does not have a central management institution.
